Why do many WTA players develop skill sets that excel on one type of court but don’t translate as well to others?

I remember Barty initially struggling against big hitters, like her losses to Kvitova, and defensive players, such as her multiple defeats to Svitolina. Yet, by the end of 2019, she managed to overcome these challenges. Similarly, current WTA players often face opponents who trouble them multiple times for mutliple seasons yet the head to head records are not improving.

For example, Iga's weaknesses appear to be fast hard courts, big hitters, and grass surfaces. Sabalenka struggles against consistent ball returners like Coco, Rybakina, and Muchova, while Coco tends to falter against clean hitters, such as Osaka. Aside from Babora, slam winners have a weakness against specific game style.

What is responsbile for this culture in the WTA? Does this come from training at a youg age?

Seeing how top ATP slam winners, granted there are only 2, have results on both HC, clay and grass, are male players being taught something that female players aren’t? Or do male players arrive on tour specializing on one surface but are forced to adapt to all surfaces due to the demands of the tour?
