In terms of the Education Budget, Bihar beats Maharashtra and UP in percentages and Karnataka, Tamil Nadu, and Gujarat in absolute numbers (see the graph above).
Despite record budgets and ambitious teacher recruitment drives, Bihar’s education system remains a paradox. Enrollment is down, reading levels have hit a 10-year low, and teacher absences remain rampant.
